HAVOKs:
Who: Cyneric, Vino and several others.
What: The HAVOK are a group of extremely powerful criminals. Their motives may be vastly different from one another and they rarely work with others with a few exceptions.
Where: Around the world.
Why: The HAVOK essentially coordinate heists and activities to make it easier for themselves and others to accomplish their goals. They also ensure that they stay out of each other's business and avoid one another's plots. The most common kind of coordination with one another is that they plan heists and activities to occur at the same time as another HAVOK so that each of them draws fewer guards and heroes.
