Range: Must have hand contact with Flesh or Cloth armor. If contacts metal armor the armor disperses the electricity.
Base Damage: 4 per hit per hand in contact
Other Damage: 5% chance of Stun

Rp Sample link: Blue electricity can barely be seen on the palms and fingers of Sidney's right hand. Sidney reaches out and just lightly touches the bandit on the shoulder. The bandit jumps at the shock.
Downside: Must have hand on opponent, on flesh or cloth.
Description: The user brings relatively little electricity to their hand or hands and then tries to shock people on contact.

Approved. i can see this spells power being able to scale with level to be more like a stun gun.
